Updated Mandated Reporter Training Requirements. Amendment to Section 413 of the Social Services Law requires the mandated Identification and Reporting of Child Abuse and Maltreatment/Neglect coursework to include the addition of guidance on identifying an abused or maltreated child when such child is an individual with an intellectual or developmental disability. Attached please find the updated 2025 New York State Mandated Reporter Training Syllabus developed by the New York State Office of Children and Family Services and the optional pre/posttest (previously mandatory).
The law requires every person who is required to take the mandated training related to child abuse, including those who have previously undergone this training, to complete the new updated training by November 17, 2026.
LEARNING OBJECTIVES:This training provides every New York State Mandated Reporter with the knowledge and skills to be able to:
Be able to determine if a child shows indicators of maltreatment or abuse, including in a virtual setting
Recognize signs of intellectual and/or developmental disabilities in children and factors to consider when determining whether a child with intellectual and/or developmental disabilities shows indicators of maltreatment or abuse
Recognize the impact of trauma and ACEs on children, families, and yourself
Recognize the mitigating effects of the five protective factors on trauma
Recognize the impact of bias on your decision-making
Understand when you have a legal obligation to call the SCR
Recognize how you may better connect individual
Know how to complete the LDSS 2221A form
Understand your rights as a mandated reporter
TRAINER: Bruce V. Hillowe, J.D, Ph.D.Bruce V. Hillowe, J.D, Ph.D. is a mental healthcare attorney with a law practice in Mineola, New York. A graduate of Binghamton University, Duke University School of Law, and Adelphi University Derner Institute (Clinical Psychology and Postdoctoral Programs), he formerly practiced as a psychologist-psychoanalyst, including as a coordinator of clinical training and a director of a forensic mental health service. He was a teaching attending psychologist in law and ethics at a major teaching hospital for 15 years. He currently teaches courses in ethics and law as adjunct faculty at the Derner Institute. He is legal counsel to numerous mental health facilities, institutes, and practitioners, and sponsors legal plans for professional associations. He has written articles and book chapters including for law reviews and healthcare publications, most recently regarding scope of practice and disciplinary defense. He is listed in the Bar Register of Preeminent Lawyers in healthcare law and is a "SuperLawyer" featured in the New York Times Magazine.

What do I need to complete before the training?
Teachers: Please contact our office re: your TEACH account, and additional form needed for pre- registration.
ALL other professionals AND teachers:
ALL PARTICIPANTS:
1. To receive your Certificate of Completion, you MUST attend the training in it's entirety. (NO exceptions.) (Please note that zoom will track your attendance.)
2. Accordingly, you must sign on with the email address you registered with.
3. This training meets the updated New York State standards for training in the identification and reporting of child abuse and maltreatment/neglect. Participants will receive the required updated certificate within 10 days after successful completion of the training.
7. This class does not provide continuing education credits aside from the Mandated Reporting Certificate.
Cancellation Policy
The tuition fee is forfeited for all cancellations with less than 48 hours notice, or for no shows.
Refunds will not be provided for connectivity issues on the participant’s end. Please see webinar information regarding using the zoom platform.
Occasionally, changes are made due to speaker availability, participant demand or unforeseen circumstances. While CSLI will do everything possible to ensure participant satisfaction, CSLI's liability is limited to the tuition fee only.
Notification of Seminar Cancellation
We will make every best effort to hold our seminars on bad-weather days for anyone who can make it. If we learn that a seminar must be cancelled, we will make every effort to contact you.
We update our after-hours voicemail greeting with any weather-related seminar changes. If bad weather threatens, please call our office before you depart. If we are aware of bad weather in the area, CSLI will extend the seminar refund deadline to include the morning of the program.

•This Webinar is only available at the scheduled time. It will not be recorded.
•Group discussion via the chat box is facilitated by the instructor and allows for much engagement. During the presentation only, participant videos and mics will be turned off in order to avoid distraction from the speaker video and slides.
•Each attendee is required to purchase an individual or group registration ticket.
•If you are not familiar with the zoom platform then please email counselingservicesofli@gmail.com to receive tutorial links and information. You are responsible for ensuring your setup although there are tools available to support you.
•It is recommended to use a computer or laptop computer to participate in this workshop. Zoom does have a mobile app that can be used as well.
